For years the group’s work ended when the plant entered service. Today a renewable plant’s revenue depends on where each quarter-hour is sold — and the cost of imbalances and system services is no longer marginal.

The cost of the system has risen, and keeps rising

The system services market in Portugal went from €550 M in 2023 to €830 M in 2024 and €1,350 M in 2025. Regulation charges rose from €7.99 to €13.01/MWh, more than 60% in two years. An imbalance has no price of its own: it settles at the cost of the balancing energy the system had to activate. The two curves rise together.

For a plant owner, access to system services has stopped being a threat and become an opportunity — and, increasingly, a necessity.

How it is organised

Two entities, two roles

Gesto Comercialização

The licensed market agent in Portugal. Aggregator, balance responsible party and one of the few independent BSPs registered with REN. It is the client’s counterparty: it signs, settles and pays. It is also what provides wholesale market access — BSP as a service — to third-party optimizers and traders.

The optimizer. Forecasting and nowcasting, dispatch and control, imbalance risk management and market decision. Specialised in intermittent assets — wind and solar, with and without co-located batteries — and in deemed energy. Preparing to operate in Spain as well.

These are different roles with different duties towards the system. That is why they are two companies: it lets Gesto Comercialização work in partnership with several optimizers, and makes that neutrality verifiable.

The evidence

The group’s only own plant, deliberately the only one: a test bed, and a guarantee that we do not have a fleet competing with our clients. More than 80% of its revenue comes from outside the day-ahead market — verifiable in REN’s public data.
