A 5 to 100 MW plant has potential access to day-ahead, intraday, and both capacity and energy in mFRR and aFRR. Most sell day-ahead and stop there.
The reason is not commercial, it is licensing. System services require BSP status, unit-level qualification, telemetry and a connection to REN. In Portugal, few agents meet those conditions.
Meanwhile the system services market grew to €1,350 M in 2025, around 40% of day-ahead market value — it was 13% in 2023. Source: REN.
Gesto Comercialização is the licensed market agent in Portugal and one of the few independent BSPs registered with REN. It represents the plant in every market and is responsible for the balance.
Taking part in system services requires the plant to be steerable remotely: to receive a setpoint, execute it within the product’s time, and prove it did.
Gesto installs and integrates the control channel, validates every instruction against the contractual operating limits, executes and records. The kill-switch is ours. A REN activation always overrides the market setpoint.
This is a starting phase that enables everything else. It is not a standalone product and is not charged as one.
The grid operator may come to impose output restrictions on plants of this size. It is reasonable to expect it to start with those that do not take part in system services.
Access to system services is no longer only a revenue opportunity. It is also a defensive position on the asset.
The group’s only own plant, deliberately the only one: a test bed, and a guarantee that we do not have a fleet competing with our clients.
More than 80% of its revenue comes from outside the day-ahead market. It is verifiable in REN’s public data, among the agents for which that data allows the comparison.
